  With Polish carriers, consignees and terminals operating at border crossings with Poland: at the junctions of Yagodyn / Dorohusk and Mostyska-2 / Medyka

 1) dynamics of cargo transportation in October:
- on Yagodyn delivery = 217 wagons/day (of which: 70 - export and 147 - import). 80-90% of the import cargo flow is oil products. 10 carriers operate at this junction.
- on Mostyska-2 delivery = 337 wagons/day (of which: 168 - export and 169 - import). 50% of the cargo flow is containers and 22% - import of oil products. 13 carriers operate at this junction.
 2) problematic issues:
- carriers report a shortage of empty tanks for loading in Poland;
- on Dorohusk there is only 1 inspection site for customs clearance - this is one of the main bottlenecks in increasing the throughput capacity of the crossing. It is necessary to negotiate with the Lublin Voivodeship on the use of new sites for providing customs clearance services on the way to Lublin, so that trains arrive in Dorohusk already cleared by customs. UZ is also working on opening 3 temporary energy customs zones near the Yagodyn and Mostyska-2 crossings;
- there is a need for a locomotive for maneuvering at night on a wide gauge in Yagodyn;
- another bottleneck in increasing transportation volumes is the acute shortage of workers in blue-collar professions both at border crossings and throughout Ukrzaliznytsia due to low salaries.

  On improving IT services in the cargo segment

Issues discussed:
 1) Current status of freight vertical automation (speaker - Ernest Petrovich Klymenko - Head of the IT Technology Department).

 2) Information on projects to be implemented by the end of 2025 (speaker - Ivan Mikhailovich Khoryakov - Deputy Director of the Department of Transportation Technology and Commercial Work):
- The E-portal will receive new functions - in particular, notifications about the execution of the transportation contract, electronic powers of attorney, order tracking and the ability to plan the sending of wagons for repair.
- Launch of a chatbot for quick feedback to customers - to get answers to typical questions and find the necessary information without unnecessary calls and correspondence.

3) Promising directions of digitalization. This block is divided into 4 sections: document flow, dislocation, opportunities for integration and improving interaction.

4) Additional wishes from business:
- Ability to customize the E-order interface to see only the necessary information.
- Digitize documents that are drawn up during transportation and when delivering and picking up wagons to the access tracks.
- Simplify document flow - so as not to go to the station just for a stamp or paper act.

UZ plans to study each direction in more detail in the format of focus groups and discussions.

- grain delivery via Vadul-Syret = 8 wagons/day, which is due to the reorientation of grain to Odessa ports. The direction to Constanta is not in demand due to expensive logistics.
- from March 1, there will be no increase in railway tariff prices (indexation), since there is still no decision from the Ministry of Internal Affairs. From the moment of the announcement and publication of the draft order, the Ministry of Internal Affairs will be given 30 days for public discussion and only then will they be able to increase tariffs.

  With Slovak carriers

- cargo turnover with Slovakia in 2024 = 10.84 million tons (Uzhhorod = 4.87 million tons, Chop = 5.97 million tons), which is 12% less than in 2023, the drop is due to ore and grain.
- queue to Chop/Cierna = 520 wagons (430 with ore), average delivery in December = 227 wagons/day (+16/until December), the junction is loaded by 46%. There is an increase in the delivery of ore, coal and oil.
- queue to Uzhhorod/Matevce = 640 wagons (630 with ore), average delivery in December = 372 wagons/day (+153/until December), the junction is loaded by 74%. There is an increase in the delivery of ore, grain, metals and coal.
- the reason for the decrease in ore transportation along the Chop is that the Liberty Ostrava plant did not operate at all in 2024. In 2023, it processed 873 thousand tons of ore. Also in 2024, there is a decrease in ore transportation destined for other metallurgical plants.
- in January, shipments of pellets from Metinvest decreased, but shipments from Poltava GZK have increased.

  With the carriers of Romania and Moldova

- cargo turnover for 2024:
 1) with Romania = 3.15 million tons, which is 17% less than in 2023. The decrease is due to grain and oil product imports;
 2) with Moldova = 2.15 million tons, which is 32% less than in 2023. The decrease is due to grain, oil product imports, cement and building materials.
- on Vadul-Syret, the average delivery in January = 32 wagons/day (-49 compared to December), the volumes of transportation of oil products, timber and cement have decreased. Queue = 100 wagons. Two transfer points are idle.
- on Dyakovo, the average delivery in January = 10 wagons/day (-6 compared to December). The decrease is due to cement, metals and grain. Queue = 70 wagons.
- Moldovan junctions are loaded only by 15-30%.
- the drop in cargo deliveries in both countries occurred due to a decrease in cargo flows due to a reorientation to ports.
- Moldovan railways extended the effect of discounts on transit cargo transportation in 2025 ( more details here ).
- in September 2025, the opening of a new land crossing “Fălciu – Cantemir” between Moldova and Romania is planned at the expense of EU investments. This may also be of interest to Ukrainian shippers, since the distance from Basarabeasca to Cantemir is only about 100 km.

- UZ underwent structural changes and all wagon services that were part of the regional branches were reorganized. Therefore, 2 verticals appeared - operational (monitors the technical condition of wagons during transportation) and repair (Ukrwagonservice was created, which repairs wagons and controls repair capacities). The operational vertical (i.e. part of the CV) became part of the cargo vertical (i.e. the CD), and the specialists of the services became part of the Station Operation and Commercial Work Service.
- UZ is still finalizing the possibility of tracking wagons in the client's E-cabinet. The service should be launched in early February.

  With Hungarian carriers

- cargo turnover with Hungary in 2024 = 2.63 million tons (Batyovo = 1.8 million tons, Chop = 829 thousand tons), which is 41% or 1.8 million tons less than the same period in 2023.
- delivery via Chop in January = 38 wagons/day (-12/to December) – delivery of grain decreased.
- delivery via Batyovo in January = 53 wagons/day (-11/to December) – delivery of oil products, cement and containers decreased.
- Batyovo/Epereshke crossing is loaded by 13% and Chop/Záhon by 38%, there are no problematic issues.
- since almost all western crossings are underloaded due to the reorientation of cargo flows to ports, Ukrzaliznytsia is looking for new customers with a different atypical cargo base in order to increase transportation volumes.
- in the summer, it is planned to launch 2 additional passenger train lines through the Chop/Zahon crossing, in particular from Uzhhorod and Beregovo stations, which may negatively affect freight traffic on the crossing.
